This is actually red rocket lol - I just set the weather via NAC X console to very dark overcast, and then set the gamehour to 22.5 via console ofc, and tweaked my enb settings and voila! Pitch black. It also helps to have a hotkey to enable/disable ENB so you can see where you're going when you're trying to get in position/ place light sources etc.
Ofc it all depends on your enb settings and which enb you use as well :D
