   Now this Perk Chart should still be connected to the Pip Boy and small yellow LED's show your progression on this Perk Chart. (oh, I'm dreaming again)

      That's technically possible (though I don't know how to script things).
      You could set it up to function almost the same way as a magazine display, or the bobblehead stand. You could place cards over the static chart to show which perks you have. The displayed cards could have a glow map for a light.
