   i have not reinstalled this game since years and hope your setup and hardware is doing fine !? it looks indeed a little weird
   my guess: gpu or gpu driver related. if you still scrap things with mods or manually you can also generate such effects this way in fo4

      The pictures were taken in June.  Since I only post once a week,
      I usually end up posting  2-3 months after pictures are taken.
      Two mods caused the problem and it was just in one area--
      west of Gunner's Plaza.  It has been corrected.
