"If your game is not the English language version, you'll need to tell the CK what language you're using. Add the following to a CreationKitCustom.ini file in your Fallout 4 folder (make one if one doesn't already exist):
[General] sLanguage=FR Replace "FR" with the two-letter abbreviation for the language your strings files are in. Look in "Data\Scripts" and see what the two letters are after the underscore. For example "Fallout4_it.DLSTRINGS" would indicate you have the Italian version, and you would want to use "IT" for the setting."
