What Is Causing This Blur

About this image

If anyone could tell me what is this blur that is around my characters hair, if it's a mod or just the games DOF, I'd very much appreciate it. I'm trying to isolate what is causing it.

      THANK YOU for finding this image and letting me know how to fix it. This was a complete game ruiner for me but this works like a charm. Kudos to you, and thanks again!

      It's never been as noticeable for me as it has been for a lot of other people. Then again I use an ENB/ReShade preset -- or I'm just blind. Anyway. You're welcome.
