Delete ini files and start over.

This is what worked (basically). I reset Fallout4Prefs.ini's display section. I don't know what value got borked but somehow I messed something up in there.

On a side not, Mod Organizer 2's .ini editor is bugged, none of my edits are taking effect in game.

Thanks kraag for putting me on the right track!

Good to hear you fixed your shadows - that in itself is a great feat when using the CK engine. On that side note about MO2 - I don't think profiles work correctly either - at least regarding loading the right set of .INI files if you do use more than one profile, or whether using "local profile" .INI location or "default fo4" .INI locations.

hopefully the MO2 devs can get this sorted out, because the MO franchise is an amazing tool

Agreed, though the main dev (tannin) has moved onto dev'ing NMM instead. LePresidente picked up development for the version of MO2 I am using.

for me ambient occlusion was causing this. Try turning it off and see what happens. If it helps good if not well I was prob wrong... (happens a lot).

I don't know if this can help you but have you tried FPS dynamic shadows - Shadow Boost by Alexander Blade ?

In any case, before trying this, i suggest you to do as @cormell & @Testarlive have suggested to you.

Before playing with the .ini file, have you tried to simply max the shadow quality from the game's launcher? I believe you get that type of blocky shadows if it's indeed set to the lower qualities.

Just some suggestions (not expert advice): If you use an enb there is also SSAO in addition to AO. I usually turn that off in enb's. The difference in the face/neck color to her body color may be an inconsistency in the source of the texture files (.dds) for basehumanfemale. The streaks? I dunno, but probably something to do with sunlight and improper rendering of the helmet's shading.
