   will these be usable with full suits like: wastelander sniper outfit by hothtrooper?

      They'll act like all glove mods, they won't work unless you have a mod that removes the gloves from full outfits, no. They'll work with any vanilla or mod outfit that doesn't have gloves as part of the outfit (most of them)

   Will it come with CBBE hand models? IDK if CBBE use the default hands or not.

      Probably not. Since it's just fingertips I doubt it would be noticeable anyway. It works with the CBBE body just fine.
