possible fix for fallout 4 micro stutter

so what I did is I went into Nvidia Control panel. and went into administer 3d setting on the left side. then on the right side, I chose the program settings tab and pressed the drop-down arrow and chose fallout 4. in that panel I went to vertical sync, pressed the
drop-down arrow and chose fast.
now as I understand it not all graphics cards support that setting, so this fix may not work for everyone.
now, this should fix the micro-stutter, however, this now introduces a new problem. the game may start to run too fast. and NPC conversations may start to overlap. also, you may notice that your graphics card will be running at full throttle.
to fix this I downloaded Nvidia inspector. I opened it and pressed the little screwdriver and wrench button.
now in the new opening panel under the heading sync and refresh, I pressed the drop-down arrow whit the name Frame Rate Limiter and chose a limit of 118 fps.
also, I have my screens update speed is set to 60hz and run the game in full screen. I would also check that g-sync is enabled in Nvidia inspector and that's it.
this works for me.
if this doesn't work I would recommend downloading Riva tuner, I have read that you can specifically set the fps limit to what you want. and then start experimenting whit different fps limits. when I
sat my fps limit to 75 the micro-stutter started coming back, so you have
to find a sweet spot between micro-stutter and the game starting to
run too fast and act weird.

    In my experience, setting Framelimit to 60 in Rivatuner Statistics Server, and then enabling regular V-Sync through the nVidia Control Panel gives by far the smoothest experience. I suggest you try it out. Using Fast Sync can be alright, but you will end up with skipped frames quite often, which will give a bit of stutter. In my experience anyway.

    To get rid of the last bit of microstuttering, you can set iFPSClamp=58 in the Fallout4Custom.ini, in the [General] section. Now, this ini tweak has been known to cause problems when set to 60, but it seems setting it to 58 smooths out the game significantly, and doesn't appear to cause any problems. I've been playing with it for about 72 hours at this point, and it seems fine. When I encounter a bug or irregular behavior (as you often do in this game), I sometimes check to see if the problem is still there without iFPSClamp=58. It always is.
