FYI, this isn't exactly Far Harbor. This Fable hasn't even met Preston or Piper yet, so she doesn't have access to the quests which let you go to Far Harbor. But she spent a couple of days travelling randomly to off-grid cells and found one that has elements of Far Harbor. It apparently was used by the Dev Team to test parts of Far Harbor.

You can access Far Harbor by finding Kasumi Nakano's home and just speaking to her parents, no requirements needed. That's how I started it on my RadNora =D
Are you sure about that? I spent like two days searching for the house on foot, and it wasn't there. Then I searched the internet, and they say it's not available until you meet Nick Valentine (or a specific quest related to it).
There was no travel point before, but searching is fun in itself
