Why?
I work for a company that... indulges in tool refurbishment. Not only am I a big fan of rust (thank you Silent Hill, for that), but I've seen what poor storage and poor maintenance does to steel tools.
The Ripper tool is unlike most weapons in the game, in that its use requires it to be in contact with blood and other bodily fluids. Even in the care of someone with access to cleaners, brushes, and appropriate oils the weapon's owner will have died at some point. The probability that it fell into the hands of another person with appropriate tools and parts is minimal. Clean, cared-for Rippers will be extremely rare, and this texture work is made to evoke the idea that the tool in your hands is, after 200 years, falling on its last legs. Between those that do care for it, and those that don't, and others that try to care for it the Ripper is readily showing its wear and tear.
Make sure it goes out how it was meant to: hilt-deep in the guts of some poor sod.
