Vanilla already has less accuracy for Raiders, more for Gunners, and such. This mod lowers all equally but retains the vanilla accuracy scale. The other mod sets a new reasonable scale changing the exact same numbers but requires DLC. DLC requirements can be removed with TESVSnip. Both great mods. Both endorsed.
I couldn't agree more. Honestly i would vote also for a tactical combat removal. I mean, if your character can't use all those 'tactics moves' why the enemies should?

I hope in Starfield or even the next Fallout game they give 3rd person combat some more love and actually give us the ability to hide behind cover and shoot. Kind of like any modern 3rd person shooter, such as Gears of War, Mass Effect, and Uncharted. Yes, I know there's the Take Cover mod but (1) it's a mod and not a vanilla game feature, and (2) because it's a mod it's a bit clunky to use and not as intuitive. (No disrespect to the mod author of course, I appreciate that they even made and released the mod. I'm just making the point that this feature should've been natively implemented in the game.)
Anyway, I agree with your statement although instead of removing features they should give us all the same features that enemies can employ, namely being able to take cover in this case, which is what I assume what you meant by "tactical combat".
I started playing Horizon myself recently with this mod loaded and I think it's working. It can be hard to tell as playing on hardcore survival with Horizon I work hard to not let the enemy even fire. I've been loading it before Horizon because I'm using the esl which loads before by default I believe. I'll look into whether Horizon alters these records or would cause a compatibility issue.
I had a quick look in FO4Edit and Horizon does edit the same records as your mod. Most of Horizon's changes are related to combat behaviours, with a few also affecting the accuracy multiplier. If this mod is loaded after, those behaviour changes are overwritten. I've made a patch and alternate version for the 50% accuracy version myself, I'll PM you a link.
I have basically taken the .esp version, planted it a good way the Hockey-sticks down, then used FO4Edit to flag it ESL for that delightful ESPFE status.
Noticeable effect on both placed and created actors. Expect conflict with overhauls and gameplay mods that affect AI and NPC behavior. Conflict can be resolved through FO4Edit.
