Fixes the exclusion of Molerats and Mutant Hounds from dropping 2 pieces of meat if the player has found the requisite issue of Wasteland Survival Guide

There's not much to add. This is a little mod that I made a few months ago, when I was getting fed up with not getting 2 pieces of meat from Mutant Hounds and Molerats, despite having found the Wasteland Survival Guide at Sunshine Tidings.
Over time I started making other changes to the meat drops of various creatures.
