- after encountering the musicians at least once, you can build their statue at any of your settlements (Decorations -> Statues), which will allow you to get the Quiet Reflection perk at any time, plus it gives +10 Happiness to your settlers

The Town Musicians of Brahmin roam the wasteland of the Commonwealth between major settlements. Approach them to gain the Quiet Reflection temporary XP boost (not available in Survival mode).
Use this console command to tag the encounter with a quest marker: cqf "TM_Control_Quest" "ShowMusicians"
Use this console command to hide the quest marker: cqf "TM_Control_Quest" "HideMusicians"
Alternatively you can drop 19 Purified Water to reveal the musicians on your map through a Misc quest. Drop 19 Purified Water again to hide them.
Use this console command to teleport to the musicians: cqf "TM_Control_Quest" "PlaceMeAtMusicians"
