All credit goes to this existing mod Here which had the original idea of applying the audio to the level up sound. In the comments someone suggested that it would be cool to have it for legendary mutations, however the mod was abandoned back in 2015 so I've taken it upon myself to do so as I also thought it would be cool. I haven't used that mod's files, I created my own the same way they did. This is a simple replacer mod just extract into your data folder. Here is the audio clip:
I haven't tested this yet, so consider it a beta as I haven't actually played the game yet (ever, this will be my first play-through), but when I finish modding and start playing, I'll record a clip for it in-game.
