Trick the overdue book return terminals by recycling old burnt books and magazines, and adding a small return tracking chip (Circuitry). Adds a new resource, paper, to old books and magazines, and adds a recipe to craft Overdue books to the Utility station from AKWCR OR to the chem station's utility section. Pick one version only, not both. Requires Automatron because I am too lazy to make one for pure vanilla.
