Donation Points system

This mod simply changes the level requirements for the perks from Perks 76 so that they properly stack in the Pip-Boy. Tier 1 perks are left alone, tier 2 and 3 perks are increased by 1 and 2 levels, respectively. (For example, a perk that required level 5 now requires level 5 for tier 1, level 6 for tier 2, and level 7 for tier 3.)
It also fixes a decimal error in the health calculation that caused Serendipity to be active when your health is below 3000%. This led to enemies fleeing in terror all the time. It now works properly, only when your health is below 30%. And enemies only flee in terror occasionally.
File is an .esp flagged as an ESL. It will respect your load order without taking up a slot. It can be safely installed/uninstalled at any time, even if you already have the perks. I can't imagine any issues it could possibly cause.
