This quick fix mod, made in xEdit resolves the problem I had in my playthrough. On two occasions, two friendly NPCs seemingly for no reason have aggro'd on me, despite me not using any weapons at them at all.
To find out what was causing it, I made a small debug tool, and thanks to it and the phenomenal Better Console mod, I found out what was it - the Radiation Cloak that is added to player's character upon picking up the Tesla Cannon.
The mod changes the conditions on applied cloak effect so that it affects only people, who are hostile to you.
For the record: I think that the radiation cloak is fundamentally broken, since from my quick testing it actually doesn't apply any rads to people, hostile or not. The paid mod has two cloaks, one doing something to pip-boys on player character or maybe the dead gunners, and the actual one that is supposed to give radiation, but I think the author of Tesla Cannon has added a wrong magic effect on the applied spell of the radiation cloak. So yeah, not only the radiation doesn't work, but the touch spell triggers on wrong NPCs. I might go back to it one day.
