UPDATE: 5/14/24. Wow, I leave for a while and see this many downloads!? Well, I just got done fixing the game with my mod list, tried to import my sanctuary and came up with nothing but problems. If anyone has had difficulties fixing stuff, I apologize, as many mods have updated and moved things around or made snap points change... Well, I'm slowly fixing everything, cleaning up bad objects and hopefully streamlining the import process. I'll at minimum update after cleaning up bad crops, markers and meshes so others can work on their idea of Sanctuary using my baseline. Thanks to everyone who has tried, is currently using, or thought about using this blueprint and I promise to get it cleaned up again.
I've been working on this for a long while after taking breaks, starting new characters, decorating, exploring, quitting, returning, etc... repeat. This Sanctuary Build is by no means complete but it lays out strong groundwork on the decoration style used. I've completed 3 houses and about halfway done with the player home. Completed houses are on the west/north side of the street. Below I'll explain what each mod is necessary so anyone wanting to use this can decide if they want/need that mod.
1760 Power w/grid to ensure no loss
170~ Water w/purifiers
More food than you can have settlers working
1680 Defense (Those turrets I mention later. If you don't use the PTSR1 mod, use any other defenses you want)
60 Beds (Comfortably)
Clean And Simple Startup (Highly recommended due to the new update moving the main road a couple feet to the north)

There's a handful of "Clean and/or repaired" items for workbenches, barns, warehouses, etc. Definitely not needed and they're not mentioned but I suggest using them for aesthetic reasons.
If I forgot anything, I'll update the description. I'm still active with the game and will eventually complete this build. If there's any problems, I'll do my best to answer. Be warned, this is a large transfer so it may take a while.
Problems encountered on my playthroughs: Power boxes need to be clicked and reset for power to transfer. All lights need to be stored and placed to restore functionality I've tried to figure out why this happens but it doesn't happen every time.
