This is the Clipboard Resurrection version of the food and beverage district I created for the blueprint.

How To Use
Next, place the downloaded file in the "\F4SE\Plugins\clipboard" folder of each mod loader.
In my environment, I use Mod Organizer 2, so I have a folder in ModOrganizer\overwrite\F4SE\Plugins\clipboard.
I am not sure of the location in other mod loader environments. I think it's in a similar location, so please look for it.
Activate workshop mode and place SPECIAL/CLIPBOARD → CLIPBOARD TOOL anywhere you want to input.
Press the CLIPBOARD TOOL E) ACTION MENU in the middle, select Paste From Clipboard and choose the building number you want to enter.
After entering the data, exit the workshop mode and press E) CLEAR SELECTION on the CLIPBOARD TOOL to clear the blue selection screen of the building.
Finally, press E) DESTROY TOOL on the CLIPBOARD TOOL to turn off the CLIPBOARD TOOL itself and finish the input.
I think it's easier to understand intuitively when you actually use it than when you read the explanation.
Try playing around with it in some large base.
If you submit the wrong building
CLIPBOARD TOOL E)ACTION MENU → Select "Destroy"
You can also change the position with Rotate/Move/Scale.

Issues
Objects placed in Place Everywhere with a rotation other than horizontal (diagonal rotation) may move to unintended positions when input. I've removed as much as I can, but if the objects are in obviously wrong positions, please remove them manually.
