The required tools are either included in the package, listed in the documentation or must be procured through other means. Due to copyright/distribution restrictions on old havok suites, you'll have to search for the Havok Animation Tool on your own.
This documentation serves to fill in gaps in knowledge regarding implementing new creatures and new NPC behavior into the game.
This is strictly for advanced users, given the nature and complexity of the subject matter and programs used. We apologize for any beginners who only have this as their sole resource and direction. However this field of development/modding is not kind even to experts and to have additional documentation or more expanded documentation is simply not feasible within a timely manner.
