While playing I consistently run into the issue of unlocking advanced farms/water/etc. without enough settlers with 5 in the appropriate SPECIAL stat. I've adjusted the training time in the following manner.

Totals: 221 232
If the settler starts from 1:
Difference in time to 5: 16 Difference in time to 8: 33
Difference in time to 10: Original is 11 faster, I included this for 2 reasons:
- I'm rather fond of the number sequence. - getting to 8 unlocks the settler to work at the plot, getting to 10 is just extra production.
