About
The "lore" (if you can call it that) that I had in mind when creating this is that the "Minutemen" are the voluntary militia of the "Commonwealth Free Territories" which is a political confederation of settlements. Hence why there are both "Minutemen" posters and "Commonwealth Free Territories" posters (and why there are two separate flags for the Minutemen and the CFT).
But why the hammer and sickle?
A couple of reasons. First, it's an easily recognizable symbol that contains two simple tools that are very probably common throughout the wasteland. Even an illiterate person (of which there are probably many, considering there aren't a lot of schools around) can understand the basic meaning behind the hammer and sickle (unity between workers and farmers). Secondly, after 200 years the negative connotation behind the hammer and sickle that once existed in the American people's minds has likely all but disappeared. And those few pre-war ghouls that are still kicking likely grew out of the old red scare propaganda after a few decades of not hearing it on the news constantly. Interestingly though, the Soviet Union wasn't necessarily an enemy of the USA in Fallout lore, and China seems to be represented (on American propaganda posters and such) almost exclusively by their flag, rather than the hammer and sickle. So pre-war Americans might not even have had any negative feelings toward the hammer and sickle.
Posters
The posters are found under the "paintings" section of the settlement menu. I recommend using the Place Everywhere mod to allow resizing and exact positioning of the posters, because by default they are pretty big and when placing them indoors I like to make them about 50% smaller.

Poster descriptions:
1. A "Commonwealth Free Territories" poster featuring the words "From each according to their ability, to
each according to their needs." A classic leftist slogan popularized by Karl Marx, describing the basic principle of communism. I also think it fits the Minutemen quite well, since settlements seem to function on a system where everyone pitches in and everyone gets a fair share.
2. A Minutemen poster reading "Defend your neighbour; Join the Minutemen!".
3. A poster featuring the quote "The proletarians have nothing to lose but their chains, they have a world to win. Workers of the world unite!" underneath an image of Karl Marx. The quote is from the last line of the Communist Manifesto.
4. A CFT poster featuring the words "Serve the people". Mao Zedong wrote this speech to commemorate the death of a People's Liberation Army soldier, Zhang Side; a participant in the Long March who died in the collapse of a kiln when he worked in Yan'an. In the speech, Mao quoted a phrase written by the famous Han Dynasty historian Sima Qian: "Though death befalls all men alike, it may be heavy as Mount Tai or light as a feather" (人固有一死,或轻于鸿毛,或重于泰山). Mao continued: "To die for the people is weightier than Mount Tai, but to work for the fascists and die for the exploiters and oppressors is lighter than a feather. Comrade Zhang Side died for the people, and his death is indeed weightier than Mount Tai".
5. A CFT poster reading "An injury to one is an injury to all", a popular slogan used by labor organizations in the United States, most notably the Industrial Workers of the World (IWW).
6. A poster based on the engraving by Walter Crane commemorating the death of the "Chicago anarchists", also known as the Haymarket martyrs. They are the reason International Workers Day falls on May 1st (May Day).
7. A CFT poster reading "The people united can never be defeated". An English translation of the Chilean slogan "¡El pueblo unido jamás será vencido!", which saw frequent use during the presidential campaign of Salvador Allende and became a rallying cry after the Pinochet coup.
8. A CFT poster reading "All power to the people". Pretty self-explanatory. The slogan has a long history of use by various leftist figures, including Nelson Mandela in South Africa and the Black Panther Party in the United States.
9. A poster featuring two outstretched arms breaking a missile in half above planet earth, underneath the words "no more". This poster was made by N. Babin in 1986, and originally featured the words "Мир победит!" (Mir pobedit!, "The world will win!").
10. A recruitment poster for the Minutemen reading "Wanted: A few good settlers to join the Minutemen: Voluntary militia of the Commonwealth Free Territories. Now recruiting at Fort Independence." This quote is based on a 1861 recruitment poster for the Lincoln Cavalry.
Flag(s)
The optional flag mod contains 2 flags. The first is a red banner with a crossed musket and hoe surrounded by three stars. It's loosely inspired by the flag of Mozambique, but retains the classic Minutemen style. This flag replaces the normal Minuteman flag.
Requires Settlement Menu Manager.

The second flag features a gold star with an overlapping hammer and sickle encircled by a wreath, above the words "Commonwealth Free Territories". The design of the flag is inspired by the former flag of the People's Republic of the Congo (and the current symbol of the Congolese Party of Labour).
This second flag will be found under a new "Flags Extended" category in the Settlement Menu. If you already have Flags Extended (or a mod based on it), you can simply take my "CustomFlag01.dds" and add it to your other mod (though you will have to change the name, for example to "CustomFlag02.dds" depending on how many other custom flags you already have).

If you don't want to replace the Minutemen flag, extract the flag mod, delete the "SetDressing" folder, re-zip the mod and install it via your mod manager of choice.
