Nukatron Quantum uses brand new voice lines manually created using the existing Nukatron voice.
That's right - new lines using the old lines.
Once acquired, he can supply you with a lifetime (1/day) supply of Draft Nuka-Cola Quantum.
He brews it himself!
Find the Nukatron on a road near the Nuka-World transit center.
Go and get him!
The mods are unlocked simply by finishing his quest.
