I always thought this location was perfect for a settlement, a sort of way station between the Commonwealth and Nuka-World, so I made it into one for myself and finally polished it enough for public release.
Features:
Scrapping, for nearly every bush, tree, pile of trash, car, or other random doodad without the need for outside mods.
Regenerated Precombines
Custom Borders which perfectly match the build space.
Navmesh Precuts so NPCs will recognize that scrapped objects are no longer obstacles.
Attack Points to the south and east, beyond the settlements borders.
Full Functionality such as radiant quests, minutemen quests, raider quests, recruitment, provisioners, and so on.
A Trash Cleanup Box, scrap the box located on the workbench to optionally and instantly disable most trash and debris.
Settlers have always had a hard time with stairs in Fallout 4, so my advice is make a simple route up, see if they’ll use it, and if they do then you can decorate it and build it out. I’ve shown an example in the screenshots of a build I was able to get them to use.

This mod can be added mid-game. Save somewhere far enough away from the transit center that the cell isn't loaded before installing.
Kill all the Gunners to unlock the bench.
Versions, only use one at a time.
ESL - Default file, for general use. ESL Flagged.
Legacy - For those that have saves using 1.02.2 or earlier, they must use this. Not ESL flagged.
PRP - For PRP users. Support for both Branch 65 and 69. ESL Flagged.
