Changes the starting perk points to a variety of options, including 7, 9, 14, 18, 21, 27, 35, 36, 42, 45, 49, 54, 56, 63, or 70.

I no longer play Fallout 4, but this should work on the Next-Generation update without issues. As always, permissions are open, so modify as you see fit.

Options for 7, 14, 21, 35, 42, 49, 56, 63 (allows for even spread) as well as 9, 18, 27, 36, 45, and 54 (10 in 1, 2, 3, 4, or 5 attributes)
