Immediately following the Great War those not lucky enough to have been sealed away in Vaults were subject to martial law and anarchy amid the ruins of Boston. Pre-War police were used as enforcers and guards to help protect the few remaining stockpiles of food from the hoards of desperate civilians.
One such Policeman, more specifically a Traffic Warden, was stationed outside the Federal Ration Stockpile. Due to the severe lack of protective equipment he became a ghoul. He continued to guard the Stockpile for a great many years due to its remaining supplies and shelter, until eventually a gang of raiders came to claim the place. Seeing that he was clearly outnumbered he decided to join the gang and continue his post.
This Policeman, now known as "The Warden", still has a key to the old uniform locker at Police Precinct 8, which contains more sets of his signature outfit, despite making no logical sense that a pre-war locker would have many tattered, stained and crudely repaired outfits as well as pre-bloodied gauze, the reason is too complicated for you to understand.
The mask inevitably has many clipping issues, especially with hair, ears, cheeks, eyes that are too high or low, etc. its a very ramshackle attempt to adapt a super mutant blindfold
This mod is an obvious reference to the incredible movie "THREADS" which any fan of fallout should definitely watch, no really, I've seen the full thing listed on youtube. go watch it.
