This minimal nerf makes explosive bullets somewhat legal. This mod contains only hidden perks and is conflict free.

If you are a SPID user, this applies to NPCs. However, if your game has explosive bullets coming from other than explosive legendary and turret explosive rounds, this mod will not work.
I don't have much to say, so I'll explain how I created this. According to GECK, explosion damage always returns "GetHitLocation == -1", and I've found this to be the only way to distinguish between gun projectile damage and explosive damage.
"Swap Subject and Target" in "Attacker" means target. If "Attacker Weapon" has the explosive legendary keyword and GetHitLocation is -1, multiply the bullet's explosion limb damage by zero. This does not affect gun projectiles hit at the same time.
To clarify, limb damage does not mean actual damage. In other words, damage to body parts, not health.
