I wasn't satisfied with the current options for ways to Implement the Deliverer into the base game as a normal weapon. So, I made my own version that modifies the Deliverer itself to be an alternative to the 10mm. And uses the vanilla way of injecting uniquely named weapons to keep the quest version how it was intended.

Updating from 1.0.6 or below to 1.0.7 or above is recommended to be done on a new game. If you choose to update anyway, none of your existing PPK's will have the new ammo attachment slot, and the receivers will be broken if they were previously .45 Caliber. Nothing game breaking. You will just need to find or buy a new PPK to continue using the features as intended. 1.0.6 Will remain up as an optional file if for some reason you don't like the new implementation.
This mod implements the Deliver into the base game by using the original weapon, opposed to a duplicated version. While it isn't recommended, you can remove this mod without missing weapons or broken instances. To distinguish generic instances, the weapon has been renamed to PPK because the model itself is based off a Walther PPK. The quest version given uses a name override to make sure it's properly named Deliverer, the same way other unique vanilla weapons are.
I decided to make the PPK an early game weapon that fits in beside the 10mm as a less common alternative with crafting requirements to reflect that. Modcols have been added. All instances that aren't hand placed for the 10mm will have a 1/5th chance to spawn a PPK. The PPK will be the superior choice for those who prefer a semi-auto pistol with higher scaling damage and accuracy. The standard 10mm's role is focused on being an automatic pistol with more attachments and a bigger magazine capacity.
The delay between shots has been increased. Originally it was one of the fastest firing semi weapons in the game. I also changed Captain Zao's randomized pistol to be replaced with a PPK because I thought it seemed suiting. I consider this weapon to be similar in inclusion to Fallout 3's Chinese pistol. But less crap. That's all, try it out if this alternate way of implementing the Deliverer interests you. The base weapons are worth only 60 caps (15 more than the 10mm's 45 caps.)
Mod already contains built in compatibility for LIF. (Leveled Item Framework.), Even if you don't use it, the tweaks won't affect your game in any negative way. It's just flagging a few level lists to utilize the players level for calculating when to spawn a weapon. This mod only touches The Deliverer, it's mods, modcols, recipes, and level lists. As well as the 10mm level lists. Please let me know if you've noticed I missed anything.
TLDR: - Deliver renamed to PPK. - PPK Implemented into the game world. Replaces 1 out of 5 instances of the 10mm that spawn. - PPK Rebalanced to fit in as an alternative to the 10mm without overshadowing it. - Railroad quest version with its unique name of Deliverer remains untouched. - Now includes ammo conversions to switch between 10mm, .38 Caliber and .45 Caliber.
