In fallout 4, by default the vertical (Y) axis is less sensitive than the horizontal (X) axis for mouse input. This mod makes them both equal in sensitivity, but without using RAW input or other edits.

THIS MOD COMES AS 4 SEPARATE DOWNLOADS. SELECT THE APPROPRIATE DOWNLOAD BASED ON YOUR MONITOR'S ASPECT RATIO.
Mouse X Y axis sensitivity equalizer 4-3, for 4:3 monitors. Mouse X Y axis sensitivity equalizer 16-9, for 16:9 monitors. Mouse X Y axis sensitivity equalizer 16-10, for 16:10 monitors. Mouse X Y axis sensitivity equalizer 21-9, for 21:9 monitors.
This mod simply edits a single line in the ini file, related to Y axis sensitivity. Safe to remove or add at any time. Tested in Mod Organizer 2. See the included readme for details.
