You can find him within the Nuka-Cade at Nuka-World.
You need to become the Overboss to recruit him.
Which means you basically just have to enter Nuka-World.
You can pay him 3000 caps to shift his allegiance solely to you.
This means you can keep him even if you attack Nuka-World raiders.
This option shows instead of "Chat" when you have at least 3000 caps in your inventory.
You can kill him if he turns against you.
You just have to make sure he's not your active companion at the time,
such as by hiring a different one.
He uses an Operator handmade sniper rifle.
He has the generic Operator raider voice.
You can use him as a settler, of course.
