I play Fallout 4 for years and encountered this bug for the first time. Searching across the Internet didn't help. More than that it seems like the only way to make the sound go away is to replace the .wav with a silent one. I did spend some time and find another way to get rid of that charging sound. Unfortunately I didn't find a way to fix the bug itself.
This mod is the ESP I made for fixing my companion. But more importantly this page contain an instruction how to get rid of that sound once and for all (actually only until your companion get a Gauss rifle again) The ESP contains only one changed line - it sets Gauss charging time from 1 to 0. You can easily do the same in FO4Edit instead of downloading my ESP.
This video is for demonstration that my method just works.
To fix the problem: 1. Download (or create yourself) and activate the ESP 2. Give bugged companion Gauss rifle and ammo for it; make him/her use it 3. Make sure the charging sound disappeared, then take Gauss rifle away 4. Save your game 5. Disable the ESP 6. Load your save and enjoy the silence 7. Never give your companions Gauss rifles
It seems like the Tesla gun from Automatron DLC with charging modifications can also cause similar bug. In that case you need an ESP that alters Tesla's charging time. My ESP doesn't do that.
