Sneaking is now far, far harder in power armor.

Power armor is a loud, clunky hydraulic frame of moving metal composite plates. It's simply not sneaky; it’s a walking tank. Have you heard those footsteps? How can you possibly sneak around in that?

This is also meant to further differentiate power armor from normal armor.

Now you'll have to decide if it’s worth using and actually suits your character's playstyle, rather than just using it because it’s good. Quiet and stealthy characters wouldn’t have much interest in a personal tank, but loud and bold characters wouldn’t care..
