Professor Widmer is a cut character with precious little background information. His wiki article only notes a possible connection to Vault 111 since he wears a Vault 111 jumpsuit by default. In his NPC (Actor) records, I found a Concord faction affiliation as well. This wasn't enough to produce a useful character, so I changed his jumpsuit and affiliations, and placed him in Vault 81 where he blends right in, including dialog (see screen shots).
As of Version 2, the main file places Professor Widmer in Vault 81 where he will function as any other generic resident.
The optional file is an add-on to the main file and, when used in conjunction with rlbaxter's RL_Recruit_Framework, will allow you to recruit him to a settlement where he will operate the same as any other settler with regards to job assignments, trade options, and so forth. For the sake of immersion, you may want to wait to recruit him until after curing Austin, but the choice is yours. Personally, I think he'd make an ideal first settler for Tenhats' Vault 81 Trader's Camp Settlement since the settlement has a version that gates the workshop behind completing the Hole in the Wall quest.
Compatibility As a cut character, Professor Widmer should be compatible with anything that doesn't use his records.
