I'll be honest, this thing is rough. I'm not very experienced with the Creation Kit, but I learned what I could to make this a settlement because it's my favorite location.
I set up an elevator on the left of the original because I can't figure out how to make the other one accessible after the Railroad quest. It's just a simple load screen, the elevator doesn't do anything.
The build areas are really weird. You have to start off one or two floors down from the top, otherwise it flat out won't work. And you have to drag what you build down floors just to get anything down there. You will need Build Everywhere to place anything.
Probably best to install this after all quests in Ticonderoga are finished, but you can decide for yourself.
I probably won't be able to fix any major issues involving this unfortunately.
However, if anyone wishes to fix, improve, clean up, or in general just mess with this mod, go for it. I mostly made this for myself, but I didn't see any other Ticonderoga settlements (probably for good reason) so I figured I'd release this abomination onto the world.
