Adds a lore-friendly power armor paint recreated from scratch.

Adds a lore-friendly power armor paint based on Fallout 76.
Full armor set grants +1 Luck and has the same effect as Atom Cat paint.
The paints are available at any weapons workbench upon installation.
This mod shouldn't conflict with anything.
