This mod adds the pills from the Fallout TV show, the "Vault-Tec Plan D Econo Savings Package". It's meant for those who couldn't afford the vaults. According to Wilzig, it's "their most humane product". They're cyanide pills, banana flavored.

How to get them
You can find them on vendors, wherever you can find chems, or sometimes in lunchboxes as a rare drop. You can also craft them in the Chemistry Station. Nothing stops you from taking it yourself or reverse-pickpocket it into someone else (not guaranteed that they'll actually use them, though).
