Personal Tweak to the True Perks mod to rearrange the Decapitalist (Vanilla: Cap Collector) Perk from the very end of the Charisma branch to the middle.

Required: True Perks
What is changed:
Decapitalist: CHR 9 --> CHR 6
The rest of the perks are pushed down:
Animal Friend :CHR 6 --> CHR 7
Inspirational: CHR 7 --> CHR 8
Wasteland Friend: CHR 8 --> CHR 9
Why:
This is a personal tweak so the bartering perk can be taken with somewhat decent charisma, I've done this because of the level 3 stores (from vanilla and other mods such as cVc Wasteland) requiring this perk.
What is changed:
Decapitalist: CHR 9 --> CHR 6
