This mod grants the Ballistic Weave skill by simply reading a manual, without needing to join the Railroad or using console commands.
You'll find the manual in the Root Cellar in Sanctuary (under a neighboring property two houses east of the player's pre-war house). To offset the ease of getting this powerful item early in the game I have added a master lock to the cellar (can be removed by using the optional file).
How to use:
Install with Vortex or unpack into C:\Program Files (x86)\Steam\steamapps\common\Fallout 4\Data and enable manually.
For those who prefer to have the root cellar unlocked, you can grab the optional esp and use it instead of the esp in the main archive.
