Rebalances the recordable holotapes to be much more rare and disables the ability to configure them on the fly for people who like more challenge.

I'm a big fan of tough but fair especially in survival games. As much as I like the idea of only saving when you sleep, sometimes some b.s. happens like your game crashes because Creation Engine, or the enemy gets a lucky shot .. a really lucky shot.. and even though you're in power armor a low level raider one shot you from full health from 3000 yards with a fart. I understand the need for quick saves, but I don't like save scumming.
The Survival Save tapes is a perfect way to incorporate some fairness against Gamebryo, but the original mod makes it a little too easy to abuse. The drop rate is very common, and you can configure how often you get them etc. etc. in the pip boy. All I did was make the drop rate 20% and disable the config menu (as best I could, I'm terrible at modding.) So now, they should be fairly hard to find and will incentivize you to save them for something important or at least when you know you don't want to lose 30 hours of work, but don't want to sleep.
