Replaces the Laser Musket with the Laser Garand using a levelled list approach

Simply replaces the laser musket with the Laser Garand.
Works by editing levelled lists and Preston so will conflict with any mod which edits the same.
As this is a levelled list mod you will need a new game for the best results. If there are any placed laser muskets left let me know and I'll get rid of them in an update.
