Personal tweaks for TheKite's Handmaiden. Change cigerate and fedora effect to charisma, add some keywords like ECO Equipment Enhancement

I love TheKite's Handmaiden clothes and this is my personal tweaks for the mod, I don't use VATS and I feel charisma is more useful than perception
you also need to install some requirements before use this mod, check requirements page
Here the list I change
- Change Cigarette & Fedora to Fortify Charisma 2 ( Charisma +2 )
- Add keywords [ Legendary, Paint, Misc, Wave, and ECO Equipment Enhancement ] to Cigarette & Gloves
- Remove blip [42] L Arm & [43] R Arm for Overcoat ( So I can use Left & Right arm armor )
- Change craft location from Chem station to Standalone Workbenches - Clothing Workbench
