Removed reliance on persistent references for better game performance.
When the quest 'Mercer Safehouse' begins, your Pip-Boy will open with a menu that allows you to change the location from the randomly-allocated vanilla one. Your selected location will appear at the top of the Pip-Boy screen, and until you exit out of the menu, you can change the location indefinitely. All 12 possible settlements will be available regardless of whether you own them or you'd otherwise be too low a level for it to be an option. No need for any additional mods or configuration outside of the game!
Installation
Extract files to data folder, enable mod, start quest. It does not work if the quest has already started.
Notes
There's a possibility that, if you change location too many times in the menu, you'll break the scene when you exit the Pip-Boy again, but I'm basing that purely on Creation Kit documentation and I've not noticed any issues in testing. Also this will never, ever be flagged as an ESL. Stop using so many mods at the same time.
