I'm adding Aleen Lee & Brooks (Far Harbor) and Aaron Corbett; (Nuka World) for now, because I find them the most annoying and also I'm exhausted from listening to their voice lines again and again (some of them have hundreds). If you have any suggestions, post in the comment section.
They will still talk, if you start a conversation with them.
Added Mackenzi in the main file plus an optional file of her.
This is achieved with substitute blank files, so it's save to install/uninstall any time. If you don't want some of the NPCs to be muted, delete their corresponding folder.
Some ads comments will pop up as subtitle lines for a split second, if you have enabled subtitles, can't help with this.

For Diamond city: Quiet Diamond City Merchants
