Implements BP42's amazing Reputation (hard requirement) and Karma (soft requirement) systems into various quest mods I've done including custom unique perks for accomplishing high reputation with a given faction.

Only Loaded Bases is patched right now, it's a test build and I have gotten unfortunately very busy so it might take me a bit to make the other patches.
