Add Unarmed Legendary Perk from Fallout 76: Exploding Palm to Fallout 4 as Legendary Weapon/Armor Effect.

Add Unarmed Legendary Perk of Fallout 76: Exploding Palm to Fallout 4 as Legendary Weapon/Armor Effect.

Exploding Palm Effect: 
While unarmed, 5~20% chance of triggering an explosion on attack hits. Chance of triggering increase with rank of Iron Fist Perk.

   0 (No perk)/          5%
   1                 /          10%
   2                 /          12.5%
   3                 /          15%
   4                 /          17.5%
   5                 /          20%

NPC can trigger this effect, too. Although chance of triggering only 5%.(They have no Iron Fist Perk)

Explosion damage/radius increase with perks which increase explosive damage such as Demolition Expert or Explosives bobblehead.

Drop from Legendary enemies,
Armor verion only Arms Part can loot this effect.
Weapon verion only Unarmed Weapon can loot this effect.
Both only trigger with hand to hand or unarmed weapons.

Optional:
Dank's LEO Patch:  Require Legendary Effect Overhaul (LEO). With this patch, you can use its crafting system to craft this legendary effect.
Both Armor/Weapon has its patch, depends on which version you use.

Known Issue:
1. Explosive Damage sometimes might hurt player:
    This is caused by script lag, use Baka ScrapHeap - Script Memory Limit Expander and Baka MaxPapyrusOps might soft problem.(not complete fix)

2. (Armor Version Only)Exploding Palm sometimes might stop working completely:
    Because it use Perk Entry Points: Apply Combat Hit Spells.
    When multiple perks use same entry point which apply spell, and can be trigger in the same time, only one will work correctly.
    List of perks might cause this bug when use Armor Verison in Fallout 4:
       Player Perk: Fortune Finder Rank 4
       DLC Perk: Chosen Disciple(Nuka World)
       Armor mod: Power armor arm's 
Rusty knuckles and Tesla bracers
       NOTE: All of above perks will cause this bug each other, too

    It a old bug since Skyrim, until Fallout 4 still has no fix. But it seem be fixed in Fallout 76.
    In Skyrim Special Edition, someone fixed this bug by use SKSE(see Scrambled Bugs mod).
    But in Fallout 4, no one fix this bug.

3. (Weapon with LEO Patch Only)Exploding Palm can stacks in same weapon:
    it's a simple weapon enchantment effect, so it can stacks.
    But I don't suggest do that, because that effect protect you from your self explosive damage it's one-time effect.
    If you trigger many explosion in the same time, you might hurt yourself.

Incompatible:
EEFF - Enemies Explosions Friendly-Fire and Friendly Fire : Self damage protect effect only work on player becase NPC immune their self damage, normally. but these two mod disable it, so if NPC triggered Exploding Palm, they will damage themselves.
Classic Unarmed Pack : Industrial hand is a automatic unarmed weapon. As I said above, that effect protect you from your self explosive damage it's one-time effect. If you trigger many explosion in the same time/very short time, you might hurt yourself.
