NPCs Change Clothes is a very simple and lightweight mod to help diversify the pool of clothing worn by many NPCs in the game, and to simulate the fact that people typically change clothes from time to time. Haven't been to Diamond City in a while? The NPCs have changed clothes since your last visit. The time between outfit changes is dependent upon the cell resetting, which by default is 7 days, which is controlled by the iHoursToRespawnCell game setting.

The randomization is accomplished by using leveled list items for the default outfit in many cases where a specific item was defined. It will not touch companions or special characters with unique clothing, and since this only affects the default outfits, should not cause any issues if you give an NPC a specific item to wear. Additionally, this touches no vanilla Leveled List or NPC records for maximum compatibility, but will utilize many vanilla leveled lists, which may allow mod-added clothes to be drawn from. Only Outfit records are modified, and no scripts are used.

This is very compatible with mods that add new clothing items to the world, and the NPCs will include outfits added into the vanilla leveled lists. It will conflict with mods that also edit the Outfit records touched by this mod. Loading this mod after such mods is generally an acceptable way to fix this.

Capital Wasteland Outfit Pack - Compatible, and the new clothes will be used by NPCs.
Capital Wasteland Outfit Pack Part II - Compatible, and the new clothes will be used by NPCs.
Diverse Wasteland - Compatible. Load order may change the used clothing differently. There is some overlap with the Immersion Pack, but that just may make some clothing more common than others.
Eli's Armour Compendium - EAC - Compatible, and the new clothes will be used by NPCs. I would recommend skipping the NPC Addon optional file.
Enhanced Vanilla Armor and Clothing - Compatible.
Fallout 3 and New Vegas Outfits - SPID Distribution - Incompatible.
Grease Rat Garbs - Compatible.
Merc Outfit Pack - Compatible, and the new clothes will be used by NPCs.
More Clothes and Textures - Compatible, and the new clothes will be used by NPCs.
Project Mojave Outfit Pack - Compatible, and the new clothes will be used by NPCs.
