This makes it so you can wear chest armor with the Grognak costume along with allowing the ballistic weave mods on it. This makes a melee build more viable since you will have a lot more resistance while keeping the bonuses from the Grognak costume.
This can be installed even if you already have the item since it edits it, not creates a new one. Installing it works using Mod Organizer 2 and placing the .esp in your FO4 data folder.
