Simply makes the double barrel more viable end-game by making it have 5 more base damage than the combat shotgun (10 more than vanilla). Shouldn't feel too overpowered, but it makes it worth using when ammo capacity isn't a problem.
Install like any other mod. Though it doesn't seem to want to auto-install using NMM for me, so if you are having the same problem, download it manually and install it from the file with the manager.
