One of the biggest issues with Fallout 4's balancing is that the 10mm Pistol, one of the best weapons in the vanilla game is handed to you right off the bat. Among other things this makes pipe guns (and submachine guns if you use an automatic receiver) largely useless. To fix this I opted to use two different pistol mods with balancing more geared towards the early game.
The first option (and the one I recommend the most for balancing purposes) is the Compact Pistol, a generic LL injected version of the unique Deliverer chambered in .38 (or Munitions .32 if you use Crash's Unofficial Tweaks). This uses ammo that is readily available early-game, eliminating the potential issue of running out of 10mm as well as making sure pipe guns are still viable.
The second option (if you want something a little cooler) is the Police Sidearm, a 9mm semi-automatic pistol based on the Smith and Wesson Model 59. This is a little more powerful with its ammo and 14-round capacity, but not to the same degree as the 10mm since it lags behind in damage and can't be converted to full auto. I chose this based on the S&W Model 5906 10mm replacer mod for Fallout 3, and I figured it would make sense as an alternative choice for Vault-Tec security officers in lower priority vaults like Vault 111.
