The little vault bed is from my Mackenzie’s Super Duper Mart mod (shameless plug) but not required. You can certainly place your own.
There are technically two jobs. I like to put a robot on the guard posts.

Repair Red Rocket by clicking on the tire
Go to the Workbench and select > Manage > Settlement Layout >Build/Manage Layouts
Then choose, “Yes, Build it”
